How Storm plays
Storm is Tokon's premier technical wind-controller and air zoner, built entirely around her Unique action, Tempest (R1 + a direction). Tempest is a screen-covering gust that both modifies her own normals and Skills mid-action and lets her physically steer her projectiles after they're out. Her defining tools are persistent screen control: Tornado (22) plants a whirlwind that lingers (close, far, or two at once on the Heavy version), and air-only Hailstone (j.22) drops icicles from above; a Tempest use then drags those projectiles across the screen and extends their duration. Layer in Free Flight (hold Up while grounded, or cancel into it from Whirlwind 214M) and you get a floaty, hard-to-pin zoner who fences opponents in with wind, then converts corner touches into Stage Transitions / Wall Breaks via Whirlwind and the Cold Embrace (623) command grab. Dustloop compares her setplay to BlazBlue's Rachel Alucard — resource-managed, layered, screen-warping control rather than raw rushdown.
That ceiling is exactly why she's our contested A. Community reads on Storm swing harder than on any other fully-tested fighter: most launch tier lists park her in A, several analysts argue a Storm specialist can make her look S-caliber, and both Dustloop and tokon.gg still have her ranking marked unsettled. The swing is real and it's about consistency, not potential. Almost everything that makes her scary is execution- and resource-gated — Tempest inputs stacked on your normals, Free Flight micro, jump-cancel routes, and juggling the Tempest Gauge alongside Skill meter. Played clean she oppresses; played sloppy she gives up most of her value and drops toward B. Note too that numeric frame data is not public yet, so every ranking you see this week is provisional.

Strengths
- Elite screen control: Tempest lets her reposition her own active projectiles (Tornado, Hailstone) after they're on screen — a genuinely rare, format-warping ability in the cast
- Layered, multi-angle zoning: ground Tornado walls (close / far / two simultaneously) plus air Hailstone icicles cover multiple lanes at once, and Tempest extends their duration so the wall stays up longer than the opponent expects
- Strong air mobility: Free Flight (hold Up) plus Whirlwind 214M cancelling directly into Free Flight give her slippery, unpredictable air movement that's hard to anti-air or corner
- Corner conversions and Break access: Whirlwind (214) and the Cold Embrace (623) grab both trigger a Stage Transition in the corner, turning a single zoning touch into wall-break momentum for the team
- Self-sustaining resource loop: Cold Embrace and Whirlwind each build about half a Tempest bar on hit, and Ultimate Eye of the Storm refills the Tempest Gauge faster afterward, so her core gameplan pays for itself
Weaknesses
- Very high execution — tokon.gg literally calls her a 'high micro' character: Tempest layered onto normals and Skills, Free Flight, and jump-cancel routes make her one of the hardest characters to pilot cleanly under pressure
- Resource-dependent: her scariest setplay needs Tempest Gauge (and 50 meter for Hurricane). With an empty Tempest bar she loses the projectile-steering layer that defines her
- Fragile once you're inside her walls: she's a spacing character with limited fast answers up close — her quickest get-off-me, Cold Embrace (623), is a grab that whiffs on airborne or blocking opponents, so she leans on team defense to escape
- Inconsistent payoff: because so much of her strength is setup- and execution-gated, her real-match results swing hard — exactly the reason sources scatter her from S to B. Consistency, not ceiling, is her launch-week bottleneck

Storm Move List
| Move | Input | Notes |
|---|---|---|
| Tempest (Unique)Mechanic | U + direction · air OK · costs 1 Tempest Gauge bar | Her identity. A screen-enveloping gust that can be used DURING other actions, applying movement/speed to them and giving several Skills extra properties. It's what lets her steer active Tornado/Hailstone projectiles and extend their duration. The Tempest Gauge refills over time; specials build ~half a bar on hit. |
| Free FlightMovement | Hold 8 (grounded); also auto-cancels from Whirlwind 214M | Unrestricted air movement for a limited time. Core to her neutral runaway and to setting up air Hailstone from safe angles. |
| Lightning StrikeSpecial | 236 L/M/H · air OK · QS | Her main ranged poke / lightning attack. Recovers quickly on block, making it hard to punish. You can drift with directions during it, and Tempest increases the distance covered. H version spends ~25 Skill Gauge. |
| Cold EmbraceSpecial | 623 L/M/H · Fwd+QS | A grab that follows into an ice attack (throw-type; whiffs on airborne/blocking foes). In the corner it triggers a Stage Transition. Builds half a Tempest bar on hit; L/H are strongly affected by Tempest for movement. H version costs ~25 Skill Gauge. |
| WhirlwindSpecial | 214 L/M/H · air OK · Back+QS | Lunges forward wrapped in a whirlwind; momentum and knockback are shaped by Tempest. 214L is a combo ender and costs 1 Tempest bar; 214M cancels into Free Flight afterward. Corner versions trigger a Stage Transition. H version costs ~25 Skill Gauge. |
| TornadoSpecial | 22 L/M/H | Plants a persistent whirlwind at range — L close, M far, H creates two at once. They linger and can be dragged around by Tempest. If you fire Hurricane while a Tornado is on screen, that Tornado grows to full-screen height for a much bigger hit. H version costs ~25 Skill Gauge. |
| HailstoneSpecial | j.22 L/M/H · air only | Air-only icicle projectile dropped in front of Storm. M launches it forward; it can be repositioned by Tempest and its on-screen duration increases after a Tempest use. Her main tool for controlling space from Free Flight. H version costs ~25 Skill Gauge. |
| HurricaneSuper | 236 M+H · air OK · 50 Skill Gauge | Summons a massive whirlwind around her. If any Tornado is on screen when it fires, that Tornado expands to full-screen scale too. Can be nudged forward/back with Tempest. Combos from a Tornado route. |
| Eye of the StormSuper | 632146 M+H (Ultimate) · 100 Skill Gauge | A powerful forward lightning blast; connecting up close changes the attack for more damage. Afterward the Tempest Gauge recovers faster for a set duration — key to chaining her resource loop into another setplay wave. |
| Tōkon AssembleMechanic | 236 L+A | Her assemble/assist call brings a teammate in with a Storm skill. Her strongest ComboTier routes are built around calling an assist to cover recovery and extend after Whirlwind. |
| Normals, auto-combo & throwsNormal | 5L/5M/5H · 2L/2M/2H · 5L/L/L/L auto-combo · j.L/j.M/j.5H/j.6H/j.2H · throw M+H · air throw j.M+H | Standard six-button chassis feeding into her Skills; the auto-combo links into Whirlwind 214L for a beginner ender. Air normals set up her flight/zoning game. |
Move names and inputs are cross-verified against Dustloop (the authority) and tokon.gg; combos and damage from ComboTier; difficulty framing from the PlayStation Blog beginner's guide and EventHubs' report on the in-game Ease of Use ratings. Numeric frame data is not public yet — Dustloop's tables are still blank at launch — so startup/recovery/advantage values are omitted rather than guessed. Storm's ranking is unusually unsettled this week; expect movement. Updated August 2026.
Bread and butter
Storm Combos
5M > 2M > 5H > 2H > 5M (hold) > j.H > j.H
9 hits. Your everyday no-resource confirm off a normal — a clean ground string into a held launcher and a short air tail. Learn this first before touching Tempest routes.
Combo: ComboTier (GuardianShocker)
5M > 5H > 236L (assist 1) > 66 > 5M > 5H > 2H > j.M > j.H > 214M (assist 2)
33 hits. Needs two assist timings plus a microdash (66), so it plays a notch harder than its ComboTier 'Easy' tag. Built for double-assist teams (their sample uses Wolverine + Magneto). Big meterless payoff for a zoner touch.
Combo: ComboTier
5M > 2M > 5H > j.M > j.H > j.214M > (assist) > 5M > 5H(3) > 2H > j.M > j.H > 236L > 236 M+H
36 hits. Uses super-jump cancels, an assist extension and a Hurricane (236M+H) ender for 50 meter. Key tip: call the assist shortly after j.214M Whirlwind connects, or you drop the next hit.

Game plan
Storm game plan
Air and ranged control (neutral): Storm wins by turning the screen into a hazard. Open by planting a Tornado (22L close, 22M far, or 22H for two at once), rise into Free Flight (hold Up) and rain Hailstone (j.22) from above, then use Tempest (R1 + direction) to drag those projectiles into the opponent's escape lanes and to slide your own normals so your pokes stay plus on space. Lightning Strike (236) fences the ground and is hard to punish on block thanks to its fast recovery. The whole point of neutral is to force a reaction to the wind first — attempts to jump, dash or push through — then you have the initiative.
Offense, pressure and assist: once they're pinned behind your walls, convert. Cold Embrace (623) is your command grab to crack turtlers and, in the corner, pops a Stage Transition / Wall Break; Whirlwind (214) carries them to the wall, and 214M cancels into Free Flight so you can stay safe or ambiguous on the way out. Feed a Tōkon Assemble assist call (236 + A) in to cover your recovery and extend her best damage routes — ComboTier's optimals explicitly lean on a partner right after Whirlwind (Wolverine or Magneto in their samples). When you've banked 50 gauge, Hurricane (236M+H) supersizes any Tornado already on screen for a huge chunk.
Defense, tag, meter and why she's inconsistent: she is frail once opponents get inside, so lean on the team Crossover (guard + assist) to bail out of pressure, Assemble Counter for a defensive backstep-punish, and tag out to a bruiser when cornered. Resource management is the whole game: specials build ~half a Tempest bar on hit and Eye of the Storm (632146 M+H, 100 gauge) refills Tempest faster afterward, so you loop control into damage into more control. The catch, and the exact reason her results swing from S to B, is that every layer of this is execution-heavy — drop a Tempest input, mistime a jump-cancel, or run the Tempest bar dry, and her lockdown and damage fall off a cliff. Master the resource loop and she's oppressive; fumble it and she's mid.

Team building
Best Teammates for Storm
Her Unbreakable X-Men storymate and a natural fit: a fast, high-damage anchor whose assist shows up in Storm's optimised ComboTier routes. He punishes opponents who are forced to approach through her wind walls, and he's a 5-star easy character so newer Storm players get a reliable second option while they grind her execution.
Storm's other X-Men teammate. Magik's teleport/rushdown pressure and lockdown assist pin the opponent so Storm can freely plant Tornado/Hailstone and run Tempest setplay without being rushed — a classic 'someone holds them, the zoner builds the wall' pairing.
Off-team, but the synergy is proven — Magneto's assist appears in Storm's highest-damage launch combos on ComboTier, and his own projectile game stacks with hers for double-zoner screen control that's miserable to approach. Take him when you want maximum control-and-convert over story-team cohesion.

Questions
Storm FAQ
- Is Storm good in Marvel Tokon, and what tier is she?
- She's A-tier on most launch lists, but she's the most contested pick in the cast — opinions swing from S down to B. Her ranged-control ceiling is genuinely S-caliber in the right hands, while her floor sags toward B when execution slips. Both Dustloop and tokon.gg still list her ranking as unsettled, and no public frame data exists yet, so treat any launch-week placement as provisional.
- Is Storm beginner-friendly?
- No — she's one of the hardest characters in the game. Marvel Tokon's own Ease of Use scale (5 stars = easiest) rates her in the advanced bracket, the same tier the PlayStation guide groups with Danger, and tokon.gg literally calls her a 'high micro' character. Between Tempest layering, Free Flight and jump-cancel combos, new players are better off starting on a 5-star fighter like Wolverine or Captain America and picking Storm up second.
- How do you play Storm?
- As an air-and-ground zoner. Build projectile walls with Tornado (22) and air Hailstone (j.22), fly with Free Flight (hold Up), and use Tempest (R1 + direction) to steer those projectiles and shape your normals. Force the opponent to react to the wind, punish their approach with Lightning Strike (236) and the Cold Embrace (623) grab, carry them to the corner for a Stage Transition, and lean on assists and tags to survive when they get in.
- What are Storm's bread-and-butter combos?
- Start with the solo meterless BnB: 5M > 2M > 5H > 2H > 5M (hold) > j.H > j.H for about 22.4k. With a teammate, her assist routes push toward 40k, and the meter version ends in Hurricane (236M+H). Her best damage genuinely wants a partner call right after Whirlwind (214M), so combo practice and team practice go together. (Exact frame data isn't public yet — damage figures are from ComboTier.)
